The Roundtable on Sustainable Biofuels is an international multi- stakeholder initiative based out of the Swiss Federal Institute of Technology in Lausanne that is working towards developing global sustainability standards for biofuels. The RSB has convened a diverse group of stakeholders, including representatives from industry, government and the NGO community to work on this project and in August 2008 released version zero of their draft principles of biofuels sustainability. The southeast stakeholder meeting will be held January 28, 2009 in Durham, NC. The western stakeholder meeting will be held February 4, 2009 in San Francisco, CA. Additional meetings are planned for Iowa and Washington DC in March 2009. A later email will provide details for those meetings. This document ? called ?Version Zero?- is the result of an impressive work achieved by several hundreds of participants from 40 countries and all sectors, which have joined the RSB since April 2007, in order to debate and reach a consensus on a set of generic principles and criteria to be followed by biofuel producers in order for their production to remain genuinely sustainable. This ?Version Zero? includes 12 principles and criteria, which cover the environmental, social and economic issues related to biofuels, as revealed over the last years until now. Yet, this draft needs to be further improved and refined; the RSB has now entered into a period of public comment, and is organizing regional consultations throughout the world from January to March 2009 in order for all stakeholders to participate and share their valuable opinions. Are there aspects missing from the document? Is the phrasing correct? What is needed to correctly implement these principles and criteria? These are examples of questions that regional consultations will help the RSB to solve. Should you be interested in participating, please save the date and let us know by returning the RSVP form by FAX or email at your earliest convenience. The RSVP form can be downloaded here: http://www2.blast.com/RSVP_Form_1.pdf It is important that you be familiar with Version Zero prior to the meeting. Version Zero can be downloaded here: http://cgse.epfl.ch/page70341.html We look forward to meeting you in Raleigh and San Francisco! North Carolina is currently considering adopting the Clean Cars Program. State lawmakers introduced bills in the 2007-2008 legislative session that would have added North Carolina to the growing number of states adopting the program. Earlier this month, the North Carolina Division of Air Quality released a study showing that the Clean Cars Program would reduce global warming pollution 40% more than federal fuel economy standards in North Carolina between 2009 and 2020. According to an Environment North Carolina analysis of data from the California Air Resources Board the standards would cut gasoline consumption in North Carolina by 4.5 billion gallons by 2020, saving North Carolinians $8 billion at the pump The President also directed the Department of Transportation to move forward with standards to improve the efficiency of vehicles nationwide. Environment North Carolina issued the following statement in response: ?Today, President Obama gave a green light to states that the Bush administration had left idling on clean cars. Making cars both cleaner and more efficient will reduce America?s dependence on oil and rev up our fight against global warming. President Obama signaled that his EPA will partner with the states that have been leading the effort to reduce the pollution that causes global warming. ?Together with the commitment President Obama made to clean energy in the economic recovery package, this announcement will put cleaner cars on the road and America in the fast lane to reducing our dependence on oil, fighting global warming, and kick-starting the clean, green economy.? Background: *Transportation related emissions are responsible for approximately 34% of North Carolina?s global warming pollution, the second largest source of pollution behind electricity generation. Cars and light trucks are the most important sources of global warming pollution within the transportation sector, responsible for approximately 2/3 of all emission from transportation and nearly 1?4 of North Carolina?s total global warming emissions. * The Clean Air Act allows (1) California to set auto emission standards that are stronger than federal standards (no such standards currently exist); and (2) other states to adopt California?s auto emission standards. To implement the standards, EPA must issue California a waiver of federal preemption, an action the agency has taken many times in the last four decades for innovations like catalytic converters. * In 2005, California adopted first-of-their-kind standards requiring cars and light-duty trucks to limit emissions that contribute to global warming. The standards would cut global warming emissions from passenger vehicles by 30 percent by 2016. A total of 13 other states? Arizona, Connecticut, Maine, Maryland, Massachusetts, New Jersey, New Mexico, New York, Oregon, Pennsylvania, Rhode Island, Vermont, and Washington?have adopted the tailpipe standards. Several additional states including North Carolina are considering adopting the standards. * In March 2008, in an unprecedented action, the Bush administration denied California?s waiver request, blocking the states? global warming emissions tailpipe standards. * In 2007, Congress passed the first increase in fuel economy standards in 32 years. The Bush administration never finalized the standards to implement the increase. ### Environment North Carolina is a statewide, citizen-funded environmental advocacy organization Margaret Hartzell Global Warming Advocate Environment North Carolina 919-833-0015 margaret at environmentnorthcarolina.org ------ End of Forwarded Message
